Mami Tomoe's bakery, the Tree of Plenty, is located in the Earth district, though I don't know whether she's looking for any additional help at the moment. The cosplay cafe Striaton is in that district as well; I'm not sure of the exact positions, but I believe N is always hiring.

As for Water--Michel-kun was kind enough to mention HADES and Hyacinth. There's also the headquarters for The Coolest magazine; it's not exactly within your stated expertise, but they were seeking editors, columnists, and photographers last I heard.

Hanaemi is another location that doesn't quite fit your parameters, as it's in the Air district, but if it's all right, I'd like to plug it anyway; Mr. Pheles has all kinds of positions open, including chefs.
