Wats the reason?

I recently went to some small villages in Rayalseema region of Andhra Pradesh.This region is known to be quite dry and arid. Everywhere I looked I saw paddy and sunflower fields. People do not decide what to grow based on the constraints. If the soil is suitable and many people around talk about a crop, they grow it. The government should intervene and guide the farmers. Due to the increasing prices, rice and sunflower yield higher profits and the farmers grow it more. It is just another case of where government should do something, which they currently don't.
