It is true. This is the case in Bundelkhand, Vidharba and Telangana. But, ethnicity is an issue for Gorkhaland, Bhojpur, etc. It is a mix of things, not one rule of thumb.

At times, most people support the cause, but the political leadership leads it only with the sole intention of being able to rule a smaller state than be a small party in a big state.
