I remember going to uni, and within very little time being amazed to think that: - People had once tried to tell me what I could wear - People had once forced me to go to classes - People had once told me I couldn't go home when I was sick - People had once enforced these things with threats of involving my parents.
Even from our perspective, where our high school was not very regimented, it felt like a whole new world. I can really see how some kids from private schools, who've been spoon fed and whipped into line for 13 years, flounder when they get to uni.

Of course, the first and the last never worked well together, all to our advantage.
It just doesn't make sense to be trying to enforce things like that, when you should want to be there.
