It's a program called, appropriately enough, Game Maker. It's a complete editing suite, and the programming interface is extremely user-friendly. Rather than having to learn a programming language (which you still can, if you want to), you can put the whole thing together with a graphical drag-n-drop command system. It's kind of like putting the game together like a Lego set.
As for the sprites, I drew them myself using good old-fashioned Microsoft Paint. Well, that and a pad of graph paper to convert my hand sketches.
