I was given a task to find a vacation with a LOT of restrictions. Was hoping I could test your collective travel knowledge! All ideas welcome

A direct flight to San Juan, Puerto Rico comes in at 3 hrs 55 min and the beaches look heavenly.

why restrictions? also, i assume the fishing requirement is for your dad?

It's gonna hopefully be dad's first big trip since the accident, so he has a lot of travel restrictions. Those quadriplegics just ain't as tough as they used to be :)
I put fishing in there kind of on a lark, only because I know how badly he misses it. I just don't fully see how it's gonna work, but it'd be worth researching!

PR is great but make sure you get there AFTER hurricane season...same for Florida. I would not risk going to either of these in September.
