Is it cruel to invite someone to a social event specifically to make other people there uncomfortable?

Specifically, if one or more of them have been saying several things they have no intent of ever backing up, can I write such things off as a "learning experience", or are they still just naked sadism?

People have such a hair-trigger congratulating reflex. I went around looking for a cheap little ring, ideally something in the $5-10 range. The number of people congratulating me was unreal, even though none of them had what I wanted.
