I'd go with C, only because if you're working with the same characters and story and such, you might get bored and burn out by November. I know that's definately happened to me.
Above all, finish the character creation part first. You could still write this problem character in but make them rather stoic so that they don't give too much away (I'm thinking similar to Auron from Final Fantasy X). I also think that option C is a good idea too. You could either work on it before NaNo starts, or have it going on the side for when you need a break from your main story.

I thought about having it going on the side, but I do want to make my 50,000 words, so I'm not sure if that's productive... We'll see. But yes, I'm probably going to do the character first, and possibly continue on if there's still time. It seems to be the most popular choice, and the one I was leaning towards anyway. Thanks!
I'd say to go with C. The other characters in the story are important, too, and it's probably best to have everything in order before you start the novel. If you hang on to the prequel idea for later, you'll at least have something to work on if you need a break from your novel.
