A biological state of arousal serves to heighten reaction speed and sensitivity to stimuli. The emotion of 'fear' is not necessarily negative.

I do not deny that fear is often useful. Yet in this case, it seems to be paralyzing others, robbing them of whatever spine they might have possessed.

And that is certainly a far cry from 'positive', hm?

There exists a human phrasing -- 'to rise to the occasion'. It is an oft-demonstrated human trait that fear gives way to valor and courage when the feared situation arises. A judgment made at this stage is premature.
