"ring around the rosy" - the ring type welts on peoples bodies "pocket full of posies" - people kept posies in handkerchiefs to hold up their noses to stifle the smell of decaying bodies. "ashes ashes we all fall down" - somewhere along the way its been turned to ashes when it was once "husha" to simulate the sound of a sneeze. Sneezing = the plague = "we all fall down" = dying.
