upper limit! HARD upper limit - if you run over by more than 10% they penalise you. i think the ironbridge institute are very into brevity (dude) - they are super-strict about papers too, 4000 words, +/- 10%, and they prefer you are as close to perfect as possible. on the other hand, they really, really love appendices. my appendices have to date been pretty epic.
