Is that 99.9% repeating? If so, then it is basically 100%. There is no number between 99.9% repeating and 100%, thus, 99.9% must = 100%.

I used to argue that with my math teachers, and it's amusing at the least. I never did figure out if .9repeating is = to 1 or not.
