Considering the nature of this game, the objective at the end is that massive murdering ensues. And yet, the logical result would be that only one remains alive (the fact people comes back is a bit confusing, though). For what I've watched so far, some of Cronus' games do have a goal in mind. Granted, some are annoying acts of abuse of power, and nothing more.
So, if we consider there is a goal in this little game, and the whole theme goes around killing each other, the collars play as timers. Two things can happen when we run out of time: The collars either unlock and fall, freeing us, or they kill everyone.
I guess by now we all know Cronus isn't really kind enough to go for the first option.
But! All things considered, there could be an incentive. If only one, or a very reduced number of people remain alive (meaning most the complex was murdered as many times as needed to keep them dead), then they would be spared. Although I'm more inclined to go by "only one".

People are probably out trying to win.

Win the bet? You mean people are betting on themselves?

And WIN as in WIN the game. Be the last man standing.

As if anyone is actually going to achieve that.
