You can't force her to get help. You are not her guardian or have any authority or power in that.
You can only control your actions. You can report things to the management as you have been. If she barges in, call the police. You can quit giving her things and just tell her no. You can do your best to stay away from her.
There's nothing you can do to force her to get help, but it sounds like she's spiralling and will probably end up on the radar of the court, or mental health services soon. I would get together with the neighbours and request a meeting with this social worker. Just so you can all sit down together and talk about the situation. Then, ignore this woman. If she knocks at the door, don't answer. If she talks to you when you're out, don't make eye contact and don't say a word. If she keeps hassling you, make sure you tell the social worker each time it happens, and let her know you're ignoring this woman. It sounds like they're used to her stories, so I wouldn't worry too much about her dragging your name through the mud. It might be worth talk to the police as well, and finding out about laws around harassment in your area.
