The first pictures you put is obviously Nishi-ku. I haven't heard "Bai Sha Qu". I think this might be proper noun or meaning is "Ban Sha Ku" which is pouring sake.

You know, I've never been very sure of what a condo was and how it's different from an apartment...but I guess that comparison makes sense. People own condos, right? Except I have the impression that condos aren't usually piled up to fourteen stories high...
