If you are saying research papers, are you talking about journals. Most of that wouldn't be IP/trade secrets?
And those articles have tons of value to the researchers.
The problem is it's way too expensive to conduct any sort of research, hence you need a funding system. Long gone are the days that I can have a cutting edge lab in my basement.

I use SciHub to get papers. I'm not going to use them illegally, since I'm not a neuroscience researcher myself. It seemed interesting, that's all.
I hope your dreams for a cutting edge lab in the basement will come true someday. All I want was access to the hazardous chemicals in the locked room in my school's chemistry lab.
