Wow. Interesting (and unusual) take! I feel bad for Neal and think I can understand that last minute panic/'desire for flight' instinct, but at the same time I get how Peter feels and thinks, too. Nicely balanced piece. I like it. :)
I imagine it's like a reflex. Like your story says, as soon as that first cuff snaps into place, the body reacts. I think I can understand that. And I love that line: "It’s said the most dangerous time during an arrest is right after handcuffing the first wrist." That set an immediate tone for me.
This hurt in a good way? I loved the way you (the reader) got a feeling for both characters, how both Peter's and Neal's actions fit and make sense, with neither coming across as 'the bad guy'.
