NOTE: Not all of these communities provide good, 'in-depth' tutorials all of the time. However that does not mean you should write them off completely. Sometimes a gem will appear out of nowhere, and it will make the other hundred plain rocks worth while.
icon_tutorial: The oldie, the goodie. It's a one stop shop for MOST tutorials that are posted in the world of Live Journal. Furthermore, it's a growing resource that icon makers can use when they are having problems with their programs/tools, and also has a great list of resources available to icon makers in the profile.
good_tutorial: This place will provide you with a well written tutorial that is more than numbers. Tutorials posted her involve a more detailed written section that helps to explain why tools are used when they are, and the effect that tool can have in the iconing process.
coloring_help: A community that involves icon makers to post icons with colouring they'd like to achieve, and then gives other icon makers the chance to reinvent that colouring in their own way. It's not about directly knocking off

+1 on the guide by dtissagirl. I cut my teeth making icons using tips from her tutorials. Especially the section on aspect ratio. My icons have never ever had aspect ratio issues and I have her guide to thank for that.
This tutorial by neversleeps is the only reason I am where I am now in terms of iconning. EVERYONE IN THE WORLD SHOULD READ IT. OVER AND OVER AGAIN. FOREVER. Ahem. I'm not a fangirl. No, not at all.
Also, I am far too lazy to link each one individually because, well, I just am, but I've created an index of a lot of my favorite tutorials here (unlocked and everything, no worries). They are mostly 'how-to' guides on how to use certain tools or certain techniques. Each one is explained in the post. *nods* (Really need to update it though. It's kind of behind...Hm.)
Last but not least, if you are somehow here at this community and you haven't already, check out raiindust's tutorial tag because Jess writes the BEST tutorials ever. /more fangirling
I love that tut by neversleeps. I look back on it often if I'm in a rut with my coloring or just need a quick shot of inspiration. Mikell is just an amazing icon maker and anything she can pass on to us is like, a gift, LOL. :)

I learned a lot about using the smudge brush by watching the vids. This. I thought I knew how to smudge until I saw her tutorial. I still haven't mastered the technique entirely, but I've gotten better at it. The different colours and the effect it gives on a negative space icon is fantastic!
