you really hafta look at the unique situation they were in. I mean it's not so frequent that your captain is captured by the Borg.

and Riker was happy to be #1. Not the #1.

I don't believe Riker received a demotion. I think he kept his rank as Captain when he became the First Officer again, so they are both Captains rank-wise.

You're right, I guess he took the demotion after all. Haven't you ever passed up a career opportunity?

I agree he wanted to stay on the Enterprise, that's why he declined to take command of the Melbourne. (Which is great since it was destroyed at Wolf 359) and at the end of the episode, Commander Shelby told him that he would "Have the choice of any ship in the fleet to command." or something to that effect.. and he was like "everyone's so worried about my next job," and he said something about staying put.

love trek talk.

It was only a field promotion to begin with, so it's unlikely that Starfleet balked when he returned to commander.

He was a logical choice for a short-term captain of the Enterprise, but it's doubtful that they wanted him at that post long-term. They pretty much proved they didn't regard him that highly when they didn't even trust him with the Enterprise in "Chain of Command," giving it to that dork Jellico instead. And no one in SF seemed to mind when Jellico made Data the new X-O.
