I actually made progress, and got info from the Nashua Police. The sergeant I spoke to was excellent. I've left the names and telephone numbers out of this note

If need be and after the police state they they cannot have a next of kin, I can call my sister who is a lawyer in this state and see if we can petition the courts for her.
