Clearly, whistles belong to the category of small objects that cannot be purchased with actual money. Instead, to obtain them you must wait for them to spawn in a neglected corner of the house. I don't have a whistle, from which I conclude that either I haven't lived in this flat long enough or the RNG that governs small-item generation has not

Does Germany ever have Reclaim the Night marches? those give out free whistles.
