Hi Ronen!
The quote predates Gone with Wind, which was published in 1936. From Brewer's Famous Quotations: 5000 Quotations and the Stories Behind Them By Nigel Rees (2006), pg. 60:
"Belloc wrote this jocular epitaph for himself in 'On His Books,' Sonnets and Verse (1923). Compare from Isaiah 1:18: 'Though your sins be as scarlet, they shall be as white as snow.'"

Thank you very much! Useful book, this! I should really rade an American bookstore, the sooner the better :-)
Also, the guy actually dedicated an entire book to his books - subtle.
