While I can see how a comment like that could have come off jeeringly, I wouldn't worry too much about it. I think it's a good picture, and your smile is a big part of it. You've got a great smile, and it clearly left an impression on him ;)
Do you smile a lot at work? It could be about that, like they thought you never smiled.
I'd maybe give him the benefit of the doubt. There could be some verbal conversation they had you know nothing about which that might be a comment to. I'd not be insulted, but perhaps be on the look out for other things he does in the future, but I don't think you should be insulted. There are plenty of situations I can think of where I'd say that, but not as an insult.
Keep in mind maybe he's looking out for you professionaly. Speaking strictly as a photographer, there's a huge amount of room for people to judge someone just on their photograph. I don't think it's a personal remark on you, but at the same time, I don't know the guy. He might be far more underhanded and assholish than I know of. Your not overreacting, it's right to be cautious.
