A more literal translation of Shaoran's line would be: "Though she said that before I was born she was becoming almost non-seeing." The key here is the なる which is primarily a state-change verb (it might work a bit differently in keigo, but Shaoran isn't using keigo). So my take on the whole thing is that Sakura originally had the power, then it started to decrease to the point she nearly lost it altogether, and then she gave birth to Shaoran and her power increased again (not sure if to its original strength, or to an even higher level).
