Tommy likes Russ, he's fun whether they're mocking each other or someone else. Or both. But he thinks Russ is deluded for calling what he does science, along the lines of naming yourself Dr. Strange. He has no problems with the alchemists because that's magic, duh.
He also likes Russ' self confidence. He doesn't have to worry about Russ piling him with angst or hiding when someone is hurting him. If Russ doesn't want to tell him who stabbed him, that's fine, it's obviously not Ari beaten housewife syndrome.
Imoen is gaaaaay. Well, not really. She just pings Tommy as asexual. She doesn't seem to get a lot of stuff/has a really different cultural view, so he doesn't expect her to get sex either. Although he wouldn't be surprised if she was a perv. The point being ... um ... she's pretty fun to talk to despite Angst Issues. Which he's now forgetting about because yeah, it's not like he can do anything about other people's emo. Confiding in him means he'll forget about it in 2.5 seconds flat.
I think the only one that really applies is Billy, since the others Harley either hasn't met or doesn't have an opinion on.
Wiccan is ... weird. She's not particularly bothered by fanboys (mm, attention) and she knows she's probably fictional in other worlds. What makes her stop and go " ... wait what wait" is that he's a superhero and he asked for her autograph and that's not how this game works, kid. But despite the whole, y'know, disrupting her concept of How Things Are he seems like a sweet guy. Harley's curious about how much he knows and what he knows it from, but is just a liiittle too weirded out to ask directly.
Wiccan's thoughts on Harley are pretty simple--totally awesome. Because maybe she's a supervillian, but she's a comical supervillian, and she isn't causing trouble, so it should be just fine.
Russel doubts Harley's qualifications as Ari's therapist. Especially after Harley's pie incident.
Nokoru holds Harley in high esteem based on her gender, though I don't think they've actually interacted.
Russel just doesn't understand how awesome Harley's pie really is.
...Oh, and Imoen met sane!Harley and automatically was mean to her based on bad experiences with insane asylums. Don't think she'd recognize Harley now, though, so it doesn't really matter.

Lessee. Francescu hasn't interacted with Russel. Izumi and Billy haven't really pinged him -- he tags Billy as "sorcerer, untrained, possibly interesting" and Izumi as "good cook, possibly kind, but intolerant of opposing viewpoints." Which leaves two.
Francescu doesn't like Noroku much. He thinks Noroku's arrogant and misandrist and blatantly naive and bases his conception of the world on a purely physical conceit -- to Fran it's the person that matters, not their gender. Worse, Noroku actively tries to force his worldview on other people, which is a badtouch. So not the most pleasant of impressions, on the whole.
Imoen, on the other hand, Francescu likes a lot. He enjoys her snark and tolerates her sense of humor and respects her competence in her chosen fields. She isn't quite really a little sister (in the actual sense, not the Gargamel sense), but she's somewhere close. He's glad that she gets out and that everything ends up well for her.
If Francescu left an impression on Izumi, it's passed by now. XD Billy is interested in Francescu, because even though he doesn't know how powerful Francescu is, Francescu obviously has a lot of knowledge about magic that Billy just doesn't know. At the same time Billy's feels that technical knowledge probably won't help him much, since his powers are hard to pin down past "I focus on what I want and maybe it happens

Buffy's apathetic in a positive way to Russel and a negative way to Nokoru. Imoen is really just totally apathetic; Buffy knows she exists but has no strong opinion.
Izumi Buffy really rather likes. She's a badass woman, which gets automatic points, and she's been helping Buffy out recently, which also gets extra points, plus alchemy is kind of cool, so yeah. One of the counselors Buffy likes more, on the whole.
Buffy also likes Wiccan! He gets superhero points and generally fun to talk to points, and also points for enthusiasm. And she keeps worrying one of the people who knows about her from out of camp is going to be like "Dude, you're dating Superboy? Buffy/Angel OTP >:" or something, so she likes when people don't do that. Also, fun to talk to, so yeah! She likes Wiccan and wants to see more of him.
Russel's given up on trying to understand Buffy and Kon, Nokoru will always hold Buffy in high esteem, and Imoen also has no real opinion of Buffy.
Izumi likes Buffy's general attitude, not to mention Buffy is really good at hitting all her marriage/family soft spots, which is why she keeps agreeing to do things like use alchemy to help Buffy out, despite her usual policy of not doing that.
Billy fanboys Buffy, naturally. XD She doesn't mind the fanboy thing and awesome that is two people that are his heroes getting married is just too good for him to not support.
Wiccan is kind of confused by the runaways cast in general due to time differences, I think? He's just not sure how to react to them (and also your girlfriend's logic blows Wiccan's mind).
for Wiccan - Snake first! He already had practice with dealing with a fanboy with Tokitoh, so he was a little more prepared for Wiccan fanboying him cause of the "game" instead of his legend. He's rough around the edges, but as a kind of winding-down, wants-to-be-retired superhero in his own right, seeing actual young superheroes like Wiccan makes him wonder What The World's Coming To in that old bastard way, but at the same time he's rooting for them. THIS IS GETTING OFF-TRACK FOR SUCH A BRIEF ENCOUNTER, but basically Wiccan is in the Raiden category - Snake will always view him as wet around the ears, but still likes him and would probably trust him to do superhero stuff pretty well. T^Tb

Billy and Teddy want to get a radio so they can bug the MGS people with questions. XD Otacon already told them the frequency.
Billy thinks Roy is pretty cool and isn't questioning why he doesn't have his pirate eyepatch. Definitely interested in talking with him more, and he'll absolutely love watching FMA with the FMA people.
Imoen had a conversation with Snake in which they agreed with each other how important it is to save. God, she probably saves like every five minutes.Nokoru hasn't met Tanizaki I think--I may have people messed up in my head (though in all reality, he's probably supposed to at least be aware of her presence), but Benibara hurts Nokoru where his feminism is. XD He always likes bonding with Mustang over the hardships of paperwork
