Segway weirdness and Portland stupidity

Driving to meet up with some friends this evening I saw the funniest thing that I have seen in a week. I know, a week sounds ridiculous but then again... I do live in Portland, OR. I was nearby the Lloyd Center Mall and I thought I was seeing a unicyclist shoot across the road in front of me heading towards the mall. The first thing I thought was,
