cats are awesome 'cause they're quiet and therefore easy to hide. my building doesn't officially allow any pets either but i have three cats and no one cares, since we're really clean about it. you should go for it! so many kittens need loving homes, and they really do make the day brighter (when they aren't shredding your favorite scarf). lol.
Yeah, I was never allowed to have Jack at any of my apartments before this one and it was fine, AND he meows a lot. If they ever find out, you just say you're cat-sitting and then figure something out. I'm sure it'll be fine. If anything, put a towel under your door and that should block any noise. Most landlords are just concerned about the smell of the litter box and some cats' tendencies to pee everywhere, but if you clean it regularly and have your cat fixed, it should be fine!
i live in school housing. so maintenance basically has access to my apartment whenever they need to fix something. they don't always give us notice. and if this cat was found and i was told to rid of it somehow, i would have 13 consecutive heart attacks. so probably a terrible idea :(
