The Nobel Prize website doesn't say that you have to have acieved anything to get the prize. It's their prize so I guess they make the rules. I don't think I care one way or another.

We are forced to give money into the police/fire system whereby if a person's house is burning down they can call 911 and have someone come help them without them first having to prove they're covered by insurance or having to cough up tons of money to secure the service.
