Request the place send you a replacement kilt. If they get it to you in reasonable time, great! If not, refuse it when it arrives and use the alteration suggestions given by others.

eh everyone said it already, have it altered locally. (has flashback of story about your husbands probation and the wedding outfit) As for the company its your call. They might give you some refund on the price but i doubt it. They just have to say it was delayed and you were informed regardless of reminders you sent.
whatever you do don't send it back to them, or i have no doubt it will be another 7 weeks and this time it will be 2 inches to small.
