As people get older, their eyesight suffers, and this is especially dramatic in the dark. HID headlights both provide MORE light and a brighter light that more closely simulates daytime conditions, making it considerably safer for older drivers (say, 40+), who can now see more clearly where they are going and what is ahead of them.
Whether this works out as a real benefit if they are blinding other drivers may still be up in the air. Are younger drivers looking into HIDs blinder than older drivers using conventional headlights? Tough to say. Alas.

There is also the fact, that like snow blindness, you can't see the road after the oncoming traffic has passed.

The theory behind them is good, but they obviously didn't run tests of how OTHER DRIVERS react to such awful ghastly things beaming into their faces making it impossible to see except for all the pretty spots and swirly things. . oh CRAP those are CARS!!! *sigh*
