Small nitpicky thing:

That type of bike is now referred to as a step-through frame or in this case(double top tubes) a mixte. Any gender can ride them.

The great irony of the "women's" bike: Anatomically speaking, a lower top tube is more advantageous for men (women tend to be more flexible and will not be in nearly as much pain due to an unexpected forward dismount into the top tube). The only reason the low top tube exists as a thing for women is because women's ankles are too scandalous for honest men to see. Because ankles are SESSY. I'll be in my bunk.

Further nitpick: A lower top tube still requires some finagling to step through, especially for people who lack flexibility. "U"-frames solve all problems (see: Electra Townie and others).

actually, I think it has more to do with the mounting and dismounting, and skirts, than ankles. not unlike the tendency to have women ride sidesaddle on horseback, it was deemed unladylike to have a woman throw her leg over the saddle of a bicycle. also, skirts on bicycles could ride up a lot if top tubes were higher, and then you'd have knees exposed, which is way sexier than just ankles.
