I am pretty sure it was Evil Daddy behind the attempt - his plan to make YS into grief-stricken zombie earlier, plus the fact that they were careful not to show us the driver's face. (Plus, evil guy ordered Nana killed not Ahjusshi).
After reading recaps of what Evil Daddy said after his attempt on Nana (when I wrote the post I had only watched it raw) I have to agree. It's still totally possible that it could have been Kim Jong Shik's men, but knowing the City Hunter writers it was probably Jin Pyo. Which just really makes him cross the line, in my book.
Before this episode, Jin Pyo could never have been redeemed but at least his actions made some sense in a very twisted, selfish, psychotic way. But Jin Pyo has shown before that he's perfectly capable of taking care of targets on his own (kidnapping the second target, sniping the first and then actually killing them), so this plan to turn Yoon Sung evil is really only for his own amusement. Just like his desire to see the prosecutor and Kim Jong Shik go at it.

Before this episode, Jin Pyo could never have been redeemed but at least his actions made some sense in a very twisted, selfish, psychotic way.
