Urgh, a physics teacher who doesn't allow a cheat sheet is just not worth contemplating. Of course, making up cheat sheets tends to be my best method for memorizing, as far as I can, anyway. I think it works better than just writing out the equation a bunch of times because it provides a visual association in my brain between the equation and where it is on the sheet (usually an index card), which seems to improve recall. So my suggestion is to try making them up even when you can't use them, as it may help.
