To whom it may concern, it appears that the residents of Apartment 4, Building 10 have left the City. To the best of my knowledge, this includes Miss Burkle and her friend Mister Lorne - I believe they shared the apartment with another roommate, a female? The third roommate? I suspect she has been sent back to her own realm, as well. It appeared as if though they'd all just up and disappeared.

Yes, Inara was the third roommate. Her portrait is in the hall. Along with the others.

Longevity is subjective everywhere, but I wouldn't really speak of life itself being fleeting here. More like the length of one's visit. Some stay for years, some remain only for a brief period of time.

Yes.

Nobody has been able to find a reliable way to ascertain that as of yet, unfortunately. These appearances and disappearances appear to take place entirely at random.

Yes, I agree that would probably be a more appropriate thing to say in situations like these. While the ones left behind here may feel unhappy about these departures, it's often ultimately for the better. I wouldn't really consciously wish the City upon anyone.

Along with Ms. Burkle and their third roommate I've been informed is named Inara, apparently.

I think you and I both know that's a commodity too precious to be allowed in this place that runs on misery.
