My son who is 12 loves the Warriors series by Erin Hunter. They're about a tribe of feral cats. The Guardians of Ga'Hoole series by Kathryn Lasky is another big favorite of his - a movie based on the first couple of books just came out, there are about 15 in the series. It's about owls.
For your niece - Dorling Kindersley publishers has a series of books on various topics that are coded by difficulty - for beginners, intermediate readers, those first learning to read chapter books, etc. Maybe that will be good for her?
I was going to say Percy Jackson or Artemis Fowl, but they're actually written on a much easier level than HP (especially once you get past the first two books in the HP series). A better fit for his age and considerably darker (and very fun because of this) would be the Bartimaeus Trilogy by Jonathan Stroud (beginning with The Amulet of Samarkand) and the Faerie Wars books by Herbie Brennan. He may also enjoy the thirteen (of course!) books in A Series of Unfortunate Events, which are wicked clever and full of hair-raising, suspenseful plot turns and many, many villains who you love to hate

I'll join the people suggesting the Percy Jackson series. You could also try the Keys to the Kingdom series by Garth Nix (they're similiar in genre and reading level). Possibly at a slightly older reading level is the Airborn series by Kenneth Oppel.
