It may be a violation of procedure rules, but otherwise that doesn't strike me as that big of a deal really. We're assuming that the vacant parties 1) didn't necessarily know that others were voting for them, 2)didn't know how the other parties were voting, and 3)voted in such a way that was counter to how they would have voted had they been there.
That news story might have had more impact with me if it had said what bill that vote was for.
