I hope he meant "whales" as in the animal. I really hope that he didn't mean Wales the place, because there is no queen of Wales. Princess Diana was the Princess of Wales (as opposed to any other Princesses in Great Britain, which there were at the time and are none now, IIRC), but had she lived to be Queen, she would have been the Queen of Great Britain (England, Scotland, Wales, Northern Ireland, and any of the colonies).
