What is she wearing there?

(Also, this is going to be a cartoon movie, right, not live action? Or are they going for a Who Framed Roger Rabbit?-style intermixture?)

I think she's wearing a WWII bomber jacket with either a scarf or a turtleneck sweater. I think the artist was going for a variation on what Wind Rider was sporting in Rarity Investigates, or Commander Easyglider's uniform. The jacket/sweater combination reminds me of Hogan's Heroes (TV comedy).

The MLP movie is going to be all cartoon with new species but no human characters.

Taye Diggs was the Black MC guy in Chicago and he can act.
