Its irritating that this deep sack to dip into comes just before the election. Assuming Labor gets in next time around, it will be very lean by comparison, and then the cries of "economic mismanagement!" will no doubt keep us awake till all hours of the morning.
I haven't had any time to look over it. But, university spending is a positive step, whatever the reasons, so thats fine by me. The tax cuts purely for buying votes - its a massive expense that could be spent better elsewhere.
They've done it each election year. But no-one ever makes a point of it. Frustrating.
The extra university funding comes at the cost of Hecs student places. They've now removed any restriction on numbers of full fee paying students. And allowed universities to over fill classes, up to 5% of total enrollments.
