So Izaya here is an information broker who er, sells information. Of course, that means he'll be getting information somewhere, such as our lovely little PCD network. But there are also other forms of gathering information of course, such as stalking. This is where this permission post comes into play.

1. Killua will also notice right away.
2. Killua doesn't have the ability to sense energy or anything, but he can generally tell when he's being watched. However, he may not notice right away.
3. I'd say probably not. But. Judging from that video? Killua would enjoy chasing him.

Also, whenever he's within reasonable close range, Castiel will be able to sense him. He's pretty much mortal right now, but he can still sense presences when people are close.

1.) If Armand is caught up in thought, he might not notice right away, but he's bound to notice eventually.
2.) It's a bit more likely to be successful, and the larger the distance the better, but it is mentioned that the vampires can hear things at insane distances, and see perfectly just as far.
3.) Armand does have super speed, to the point that some vampires even have trouble seeing his movement, so Armand probably has the speed to at least catch up to Izaya, and if he was really intent, he could tail Izaya until the sun rose or until Izaya tires out/gives up. I wouldn't be surprised if Armand gets bored after a while and just keeps the face in mind.

1. Paranoid Eliot is Eliot. So I'm going to say 80% of the time, no.
2. He can keep track of snipers that are far off in their nests and... is paranoid. He might mistaken Izaya for Rip, though.
3. Guess who's also a knife enthusiast, Izaya! He doesn't parkour, but he will track you down if he feels the need to do so. He'll probably be a problem if close and ready to punch in your face.
