So Izaya here is an information broker who er, sells information. Of course, that means he'll be getting information somewhere, such as our lovely little PCD network. But there are also other forms of gathering information of course, such as stalking. This is where this permission post comes into play.

Just for Mukuro here -

1) He's a little on the paranoid side, so he'll probably notice someone following him around, yeah. He might not care, though.

2) If it went on for awhile he might notice, but it would take some time.

3) Well, Mukuro would honestly probably stalk him in return instead of punching his lights out. But if it came to that, Mukuro doesn't have superhuman speed but is an incredibly skilled illusionist, so he might be able to capture Izaya via illusionary misdirection/traps.

For Kurotsuchi:
1) He'd most likely notice, being a shinigami and all. Depending on circumstances, he might ignore it to try to figure out what he was up to.
2) Kurotsuchi would be... aware of him as a general soul-ping in the area, but he might just consider it as background noise, until given reason to think otherwise.
3) ...if he doesn't have magical powers, then "yes" in the sense that Kurotsuchi wouldn't try to catch him. :x

For Arienette:
1) Yes, go ahead. Arienette is sort of oblivious and doesn't have any skills of that sort.
2) Also yes!
3) She's not a fighter of any kind, so it'd be extremely easy to escape from her.

Dude, go ahead and do whatever you like to Donna here! She might get pissed, but there's not really much she can do about anything other than yell at you (and, in all fairness, she sure can shout) so have a party!

Near - Yes. But Nemu can sense other people and would definitely notice him sooner or later.

Far - Yes. The sensing may apply but it may not. She may be more focused on the task at hand.

Escape - Yes and no? She'd talk to him if she had the opportunity to but it won't usually escalate from there. If it's crucial, she may use Kidou to restrict him. Generally though, he can definitely escape with little difficulty.

3. Likely? But Negi does have a binding spell, Aer Capturae, that he can fire off pretty quickly. I guess it could depend on the situation? :|a
