So Izaya here is an information broker who er, sells information. Of course, that means he'll be getting information somewhere, such as our lovely little PCD network. But there are also other forms of gathering information of course, such as stalking. This is where this permission post comes into play.

1. He wouldn't notice right away but this guy is sharp as friggin nails so he would figure it out for sure. And be very, very uncomfortable with it.

2. It would probably take him more time to figure out if someone was stalking him from a distance, but sure.

3. Most likely. With a lot of colorful threats thrown in his general direction. Izaya would probably win out in a fight against him because he isn't as thoroughly trained although his first instinct would probably be able to punch him. And he's punched out demons before so I'd say he's pretty good at it. He probably wouldn't have much interest in capturing him, just getting rid of him.

Stalking...uuuuum sure. But beware, first sign he is and Hiyori's bound to attempt beating him with her sandal or fist or foot or whatever else. He's more than welcome to try escaping. If Hiyori gets a bit of a beating in first then she won't bother going after him.

1/2) Stalking is A-OK. Paru's completely human so she won't be able to sense him. I doubt she would even care if he was either.

3) She has a wide variety of possible capturing techniques thanks to her artifact, but I'm sure he could still evade her.
