That is a complicated question, Abby. Hiro said Could I even And until we sort it out, people will just have to keep reporting to their division heads, as they have always done. And if there is anything bigger than the individual departments can handle, like the current string of murders, then we as heads will have to meet together. It's the best solution I can come up with for now.

We need a head of police before we do much else. There's too little communication between departments, confidence in us is wavering with the recent string of murders, and it's only a matter of time before vigilantism becomes the City's primary means of keeping law and order.
