[today on one of the more open areas there's a helpful set of pamphlets, clearly made for kids about the ~wonders of falconry~ perches for the birds, species info and all sorts of fun facts!

...now only if the birds themselves didn't look so annoyed.]

There is a general store that may have what you are looking for and a few people with the ability to make clothes themselves. Try the store first. Ask there if they can point you in the right direction if you need anything else.

Both. The way this place is set up encourages this organization, but it is not the most conducive to full formation. There is no moneyed economy, for example--everything relies on trade or bartering. And it is difficult to get any proper government or justice system set up since people come and go so quickly, not to mention the vast variety of cultures that would have to agree upon a single code of law.
