A kind that works and doesn't cause respiratory irritation in people or cats.

I don't have a cat but we use Yesterday's News in the rat cage. It's great for soaking up smell and it doesn't irritate their respiratory system.

I love the ones made from newspaper the best. For some reason it seems to really keep the odor down, it's not bad for kitties' respiratory systems or the environment, and it lasts a decently long time in the box.

we use Fresh For Life Multicat. It works well, and it is the only thing that they will use now - we ran out over the holidays and had to use Arm & Hammer and they started peeing in the corner behind the tree. *sighs*

We use the cheapest clumping kind (any brand) because with three cats we can't afford anything green and the cats (and our respiratory systems) are not picky at all. Oh well, the Earth can take one for the team.
