Your grammar is good, but where are you from? Sadly, bootlegging and pirating like this seems to happen a lot in places like Vietnam and China. I don't think there is much that can be done about it.

I know. But I want, at least, an official Vietnamese Publisher or Television must take responsibility of violating Copyright agreements seriously. Because this last very long, since ages ago, and noone knows about it. And I hope somehow, that will make them and maybe, the others stop from doing that.

I hope so, it's bad that other people's hard work is being exploited.

Yeah, animedude is right. Honestly if you want to track down every "borrowed" thing in Vietnamese/Chinese/etc media, you're going to have an endless list.

I know I can't make all of them take responsibility of what they've done, but at least, a typical Vietnamese Publisher or Television must pay for that. If Japanese Publishers and mangaka take this problem seriously, they can sue or do something to stop those dirty people.
(sorry for being rude, but I'm really angry knowing something like this even exist ;A;)

Holy crap, that's sick. However, I find it hard to believe that Japanese publishers don't know about it. :/ Probably the law is not cooperating, despite signing the convention. Geez, fan translations are one thing, and blatantly making money and claiming the ownership is another. I don't know how Japanese publishers could not care about it, unless Vietnamese and Chinese judicature makes it really hard (impossible?) for them to take legal action.

*sigh* Just like you said, Vietnamese and Chinese juidicature will never make it hard. Because they don't have any respect and don't keep copyright laws under strict discipline, if they do, this will never gonna happen and last for so long.
I think if Japan knows about this, they'll do something to stop it because this is just too excessive, stealing thousands manga titles and music like that... But just my thought anyway.

It's really sad that this is happening. Why can't they just create their own music for their tv shows and movies instead of "borrowing" is beyond me. But yeah, there's not much you can do about it unfortunately...
