Number 1 - definitely and absolutely YES that's the point of larger mammary glands most women's breasts have, and much healthier for baby plus gives a better bonding experience than bottled breast milk... if people don't want to look they can avert their eyes... and I know a number of mothers who are totally adept at easily feeding in a way that is discrete and hardly anyone notices (not that it should matter of someone does, or if they forget their pashmina shawl or whatever why not just pop it out for baby to have lunch - baby deserves lunch out just as much as mum lol

1) If by allowed you mean legal, absolutely. If by allowed you're talking more socially, then it softens some to mostly. Anyplace it would be appropriate to (non breast)feed a similarly aged child it's just fine. Which is admittedly most places you would have bring child in the first place. So this answer is really still fairly close to the first one.
