It started on a Monday.  Based on my research online, it is advised that I go to LTO later in the afternoon.  It is when people are few.  I arrived in Makati around 1:30PM to be told that they're not a licensing center.  Only Pasay, San Juan, Tayuman et. al. branches give non-pro licenses.  Oh-kay.
