I don't read comics, so I may be approaching this from an unhelpful angle, but in the above example I think the better panel is the one without the sound effect text. It gives the scene a much bleaker, more desolate feel. Dunno if that's what you're going for, but if it is I would leave out the text.

In general, I'd agree that the "soundless" panel has a better feel, but I couldn't say for sure without knowing the context. If it's just a random WHOOSH, leave it out, but if it's a gust of wind that reveals something or she then comments on the wind, leave it in.

I think it depends on the sound effect. If it's one that is already implied (such as the howl of the wind) I say omit it. But if it's something that the reader does not know how it sounds, the sound is contrary to how it would normally sound (like if a bullet screamed when fired instead of going bang), the action that causes the sound is not as apparent without it, or if it comes from something off panel, then they'd be useful to have.

Don't use sounds effects for everything, but use them occasionally. The reader can't hear what is supposed to be happening and sometimes the visuals don't cut it.
