From the discussions I've seen online the consensus is that this is definitely faked, and there's probably another heat source being used under the center of the table. But for whatever reason I can't get the vid to play so I can't confirm.
this is obviously a fake - there is no reason why a radio signal for a normally working cell phone (typically 1-2 watts output) would do this.

note - a "fraction of a degree". Popcorn needs a lot more than that to pop, and many extensive studies have concluded that cell phones do not bake your head to any noticable degree.
People have been promoting scare tactics regarding cell phone usage for a long time. Even when I took statistics back in 2004, it was known that there is no connection between cell phone use and brain tumor development. If a cell phone could generate enough heat to pop popcorn, you would most certainly feel it next to your whenever you made a call.
At the bottom of the page, it links to this CNN report on how the video was faked by dropping pre-popped popcorn into the shot and digitally removing the unpopped kernels.
